Hoping to Hashem is a very precious Avodah, it brings us closer to Him, and in its merit, we can see salvation. It is not so difficult to have hope when there are still conventional ways of being helped, but when the situation appears to be so desperate, it's only natural to want to give up.
Yes, salvation is always possible, and therefore, we should never give up hope.
