The Torah commands the count: "And you shall count for yourselves from the day after the rest day... seven complete weeks" (Vayikra 23:15). The Kabbalists mapped each of the 49 days onto a specific combination of the seven lower sefirot — Chesed, Gevurah, Tiferet, Netzach, Hod, Yesod, Malchut — turning the count into a structured journey of inner refinement leading to Matan Torah.
